Agentic AI Governance: A Four-Boundary Architecture
Separating the ability to propose from the authority to act.
11 pages · About 870 KB · September 2026 · Mark Allen Stephenson
Version 8.1 is the clear starting point for 4Gate. The ability to generate a message, recommendation, update, or action does not by itself confer authority to make it operative.
The paper applies that principle at four boundaries: what enters, what changes internal state, what leaves, and what becomes real in the digital or physical world. It also explains the protected return and a proposed path for governed development and adaptation.
Bounded development evidence is distinguished from independent validation and deployment-specific assurance. The paper does not establish production security or demonstrate that successive implementations inevitably improve.
